Who decides
The provincial labour directorate named in Law 977/1967, art. 4. The applications are now handled by the territorial labour inspectorate (Ispettorato territoriale del lavoro) using the INL form 'Modulo INL 10'.
Permit or licence
Work by children is banned except as in art. 4(2). The authority may authorise minors to work in cultural, artistic, sporting or advertising activity and in entertainment. It needs prior written consent from the holders of parental responsibility. The work must not harm the minor's safety, physical and mental integrity, development, school attendance or training (Law 977/1967, art. 4(2)). The employer's owner or legal representative files the request. It must include the parents' consent with copies of their ID and a clearance (nulla osta) from the school head. The authorisation is deemed granted 15 calendar days after filing if the request is complete, unless the inspectorate says otherwise (INL form, citing art. 12 bis of D.L. 76/2020).
Age bands
A 'bambino' is a minor under 15 or still subject to compulsory schooling. An 'adolescente' is 15 to 18 and no longer subject to compulsory schooling (art. 1(2)).
Working hours
Children free from school obligations: no more than 7 hours a day and 35 a week. Adolescents: no more than 8 hours a day and 40 a week (art. 18). No more than 4.5 hours without a break. If the day exceeds 4.5 hours there must be a rest of at least 1 hour, which collective agreements may cut to 30 minutes (art. 20). Night work is banned (art. 15). For minors in art. 4(2) activities, work may go on until 24:00, followed by at least 14 consecutive hours of rest (art. 17(1)). Weekly rest of at least 2 days, if possible in a row and including Sunday. For art. 4(2) activities it may fall on a day other than Sunday (art. 22). The sources do not set separate hour limits for very young children in advertising.
School
The work must not harm school attendance (art. 4(2)). The application needs a nulla osta from the school head (INL form).

The application must state the days and the start and end times of the work (INL form). Authorisation also follows DPR 365/1994 (art. 4(3)).
